No, not a freak accident that has wiped the NHS reforms off the face of the planet (although for many that would be high on their mir- acle list), but the resignation of Care Quality Commission Chief Executive Cynthia Bower. Ms Bower’s departure coin- cided with the Performance and Capability Review of the CQC, where despite all the positive spin, the regulator is yet again criticised for simply not being up to the task. Not that that had anything to do with her resign- ing of course – according to her statement, she feels she can do no more after four years at the helm of one of the most unpopular regulatory bodies ever conceived. Personally, I’m not sure that Ms Bower’s departure will do more than decapitate the fig- urehead. The CQC did not grow organically – from the day it was established it was a large organi- sation that would be difficult to manage, not started small and al- lowed to grow into its regulatory function. Does the chief execu- tive’s role have any real bearing on the day-to-day running of the regulator or the problems that been so publicly reported? Inter- estingly, the regulator has stated that it will be business as usual and Ms Bow- ers’ departure will not signal a change in di- rection – not sure that is what people will be wanting to hear!
